BIRD an Institute for Participatory Learning was established in 1997 at Lucknow, Uttar Pradesh. The Institute emerged in response to the development scenario of the Hindi speaking belt. There were a large number of Civil Society Organizations working at the grass root level but the organizational capacity for effectively managing their projects and programmes was inadequate, forcing them into dependency on others for financial and non-financial support. The situation was deplorable for voluntary sector, causing a hindrance for development in general. BIRD was therefore established to remedy the situation by providing support in the field of organization development as well as systematic programme management to the CSOs working at the grass roots in Uttar Pradesh .
